Don Fraser Director
Don Fraser has over twenty years’ experience in the design and construction of post-tensioned concrete structures on major projects throughout Australia, the UK and the United Arab Emirates. He brings a broad range of expertise in design, operations, and tendering and is involved in all facets of the company’s operations.
With a background in structural design, Don is recognised as a driven leader who ensures projects are efficiently delivered through systems, processes and solid technical detail.
Don has been a Director of Interspan since its inception over 11 years ago and over that time, he has focused on developing the design operations, business and technology systems, industrial relations, compliance, health and safety systems, quality systems and staff training.
Now the Director of Australian Operations, Don leads a team of more than 30 staff and 180 site operatives who deliver projects to a diverse range of clients. Don holds a Bachelor of Engineering degree and a Bachelor of Commerce degree and is a member of the Institute of Engineers Australia.
James Laws Director
As a founding Director of Interspan, James Laws is passionate about our clients and our people. He firmly believes by delivering to their expectations and achieving their constant support are the key success factors of the business.
James has a hands-on-approach and takes an active role in the strategic development and growth of the group. This tactic has provided a solid foundation for successful overseas expansion as well as fostering new partnerships in Global regions over the past decade.
His relentless pursuit of excellence, his energy and the desire to lead by example, continue to set the expectations that drive the group towards its goal – to provide a complete service to our clients.
James holds a Bachelor degree in Quantity Surveying and is a member of the Institute of Chartered Surveyors Australia.
Paul Whelan Group Managing Director
Paul is responsible for developing and executing the strategic goals of the business, building market share in the regions in which the business operates, and promoting growth into new areas.
Paul has a long track record of ensuring reinforced concrete frame and groundworks projects are delivered to the highest quality and within budget by effectively organising, managing, and utilising available resources. Possessing excellent interpersonal skills, he is able to elicit cooperation from a wide variety of sources, including senior management, clients, and other stakeholders.
Having spent the majority of his career to date in a large multidisciplinary concrete contracting firm in the UK, Paul ensures that the Interspan business continues to maintain its position as a leading specialist engineering contractor.
Ed Tarrant Group Chief Financial Officer
Ed is responsible for all financial and commercial operations at Interspan.
Prior to joining Interspan, Ed held senior commercial and corporate development roles at NSW Ports, Fletcher Building and Brambles where he led highly successful and cohesive teams to deliver on challenging transactions and projects across corporate development, commercial finance, strategy and operations.
With a track record for developing best practice commercial finance functions in large corporates with global operations, Ed is well positioned to support the Interspan team to achieve its global growth aspirations whilst continuing to provide market-leading and client-focused solutions which generate genuine cost and time savings for Interspan’s clients.
Ed is a Chartered Accountant, Chartered Company Secretary and Chartered Governance Professional. He also holds a Bachelor of Commerce-Accounting Degree from Macquarie University.
Huw Jones Director
A structural engineer with 35 years of experience working for multi-disciplined consultants and as technical manager for major construction companies. Huw's knowledge of the design process and its application through the build phase maximizes available resources and delivers the best solutions to the client. Huw has specialist experience in the design and construction of reinforced and post-tensioned concrete. With an expertise in integration of post-tensioning into building structures to achieve economic and efficient construction.
Over the past 20 years he has actively supported the reinforced concrete industry with an emphasis on post-tension in the United Kingdom assisting professional organizations such as the Concrete Centre, Institutions and Universities through technical review and presentation of principals to fellow professionals and students. He was a member of the drafting panel of TR43 Post Tension concrete Floor Design Handbook and was a former chairman of the Post Tensioning Association.
Michael Cleven Regional Manager - Victoria
Michael Cleven has over 11 years’ experience in the design and construction of post-tensioned concrete structures. Combined with his Master of Engineering degree, he is recognised as a driven manager amongst his peers and is highly respected in the industry.
Michael energises the Victorian business with his passion, commitment and strong work ethic and is known for identifying key future opportunities in construction.
As the Victorian State Manager, Michael is responsible for the sustainable growth and consolidation of the business throughout the southern states of Australia.
His roles include marketing, establishing and maintaining client relationships, providing competitive engineering solutions, negotiating contracts and monitoring progress on projects.
Rick Comito General Manager - New South Wales
Rick joins the Interspan team with more than 25 years’ experience in specialised contracting services in the civil, commercial, residential, industrial, remedial and water sectors.
Having been involved in many significant and iconic projects across Australia and New Zealand; Rick prides himself as an astute business leader and mentor.
His dedication to business development, project & contract management; combined with a focus on safety, quality and sustainability; allows him to foster client relationships and alliances into the future.
Rick looks forward to continuing to serve the industry via Interspan’s highly skilled operations teams and multi-disciplinary specialist engineering services.
Andrew Ritchie Regional Manager - Western Australia
Andrew holds a Bachelor of Civil Engineering degree and has over 15 years of multi-national experience across all facets of post-tensioning including buildings, bridges, ground improvement, heavy lifting, and carbon fiber strengthening.
Andrew is strong in client relationship development and liaison, operational management, project management, and project engineering. He brings an approachable and client-driven perspective to the role, and the strength of his relationships within the WA market are testament to his commitment to seeking the very best outcomes for the projects in which he is involved.
Simon Weir Regional Manager - UK
Simon Weir has over thirty years’ experience in civil engineering and concrete frames. Simon has worked throughout the UK and specialises in the construction of large, complex and challenging concrete frames.
With a background in commercial management Simon has been involved with the development of the European projects and is now focussed on the growth of the UK and Ireland areas of operation.
As the General Manager in the UK, Simon brings a unique depth of experience in providing solutions for challenging complex concrete frame projects as well as in the development of new areas of business.
Simon holds a Bachelor degree in Quantity Surveying.
Iain O’Brien Regional Manager - Ireland
Iain’s background is in specialist concrete frames and he has spent the past 8 years delivering such in both the UK and Ireland.
His key role with Interspan is to expand the Irish division of the company and his client focused approach allows him form new relationships and promote Post Tensioning in the Irish market as a whole.
Iain holds a Bachelor degree in Civil Engineering.

Ayman Afifi has over 10 years’ experience in the design and construction of post-tensioned concrete structures. He brings a high level of experience in design to multiple international codes, operations, and tendering and leads his team to achieved their goals.
As a branch Manager for Middle East, Ayman is responsible for the sustainable growth and consolidation of the Middle East business unit.
Ayman roles include marketing, establishing and maintaining client relationships, reviewing design, negotiating contracts and monitoring progress on projects.
Ayman holds a bachelor degree of civil engineering, and is approved as post-tension design engineer by Dubai municipality in UAE.
